On Monday, the City of Milwaukeess HPC will consider a plan by St. Mark'ss Episcopal Church to raze its 1948 parish hall and replace it with a new one, as well as add a four-story apartment building on a grassy lot to the north of the church at 2618 N. Hackett Ave.
